The request to rewrite broader city development rules to accommodate the apartments could alter the direction of all future residential development in Wood Village, where there is already tension between the desire for single family homes and a push for more affordable multifamily housing. Homeowners say they fear the proposed apartment complex would increase rising problems of grafitti, vehicle break-ins and home burglaries.
